HIAWASSEE CITY COUNCIL MINUTES 

The September 1, 2020, City Council Meeting was called to order by Mayor Liz Ordiales at 6:00 p.m. in council chambers.   The meeting was closed to the public but broadcast over Facebook Live due to the COVID-19 pandemic.

Present, in addition to the Mayor, were Council members Amy Barrett, Jay Chastain, Jr., Anne Mitchell, Nancy Noblet, and Patsy Owens.  Staff present were Economic Development Director Denise McKay and City Clerk Bonnie Kendrick.  Also present was City Attorney Thomas Mitchell.

The Invocation was given by Councilmember Amy Barrett and was followed by the Pledge of Allegiance.

Councilmember Amy Barrett asked to amend the agenda to discuss the Halloween on the Square.

Motion to adopt the final agenda as amended was made by Councilmember Nancy Noblet, seconded by Councilmember Jay Chastain with all in favor.

There was no new or old business.

Motion to approve the consent agenda, which consisted of the August 4th City  Council minutes, the August 24th Work Session minutes, and the May Financials, was made by Councilmember Anne Michell, seconded by Councilmember Amy Barrett with all in favor.

Motion to approve the E-mail/Microsoft contract with Freedman Design Group - $4650 Annual – 18.50/Mo per user (Includes City Council), was made by Councilmember Amy Barrett, seconded by Councilmember Anne Mitchell with all in favor.

Motion to approve the second reading of the Technology Fee ordinance for police Citations, including a change from the first reading (fee changed to $20.00 from $15.00), was made by Councilmember Nancy Noblet, seconded by Councilmember Jay Chastain with all in favor.

Motion to approve the first reading of the Alcohol Ordinance was made by Councilmember Jay Chastain, seconded by Councilmember Amy Barrett with all in favor.

Motion to approve the Alcohol License for Tilted Café was made by Councilmember Amy Barrett, seconded by Councilmember Anne Mitchell with all in favor.  Denise McKay has scheduled the ribbon cutting for September 16th.

Motion to approve the CARES Act resolution was made by Councilmember Anne Mitchell, seconded by Councilmember Nancy Noblet with all in favor.

Motion to approve the Turf Care Contract was made by Councilmember Anne Mitchell, seconded by Councilmember Patsy Owens with all in favor.

Councilmember Amy Barrett shared with the Council that a suggestion for Halloween on the Square was to do a “Drive-by Halloween”.  Bags of candy could be handed out to the children as their parents drive them by the Square.  There was concern that there might be many participants in light of the fact that both Hayesville, NC and Blairsville have already canceled Halloween in their communities.  It will be on the agenda at the September work session for further discussion.

Motion to go into executive session to discuss litigation was made by Councilmember Nancy Noblet, seconded by Councilmember Amy Barrett with all in favor.

Motion to exit executive session was made by Councilmember Jay Chastain, seconded by Councilmember Nancy Noblet with all in favor.

Motion to adjourn the meeting was made by Councilmember Jay Chastain, seconded by Councilmember Amy Barrett with all in favor.

Meeting adjourned at 7:25pm.
