SUMMARY OF MINUTES, FEBRUARY 7, 2017

The February Regular Meeting was held on February 7, 2017, 6:00 p.m. at City Hall.

  1. Call to order by Mayor Mathis

            Members present were Barbara Mathis, Rayette Ross, Kris Berrong, Anne Mitchell, Liz           Ordiales, Jay Chastain, Jr., and Teresa Kelley,

Mayor, Barbara Mathis welcomed guests and introduced Thomas Mitchell, City Attorney .

  • Motion to Adopt Final Agenda as Distributed.

Upon Motion made by Rayette Ross and seconded by Liz Ordiales the Council unanimously adopted the agenda as distributed.

          No public presentations.           .

   

  1. Old Business.

Blighted/Derelict Building, Blighted/Derelict Building Ad-Valorem,

Alcohol License Fees, Ethics Ordinance and Alcohol Ordinance were all addressed by Attorney,Thomas Mitchell and had been presented at Public Meeting on January 26, 2017. Anne Mitchell and Liz Ordiales made a visit with Attorney on Thursday February 3,2017 to go over Alcohol Ordinance in order to have a Second Reading on February 7, 2017.

Door on Side of Building will be repaired by Paul Smith.

            Water Meter Update was given by Don Baker. He reported 1482 meters have been set by       UWS, and others set by Water Department. 1 inch meters are still being looked at. A          decision will be made as to whether to replace them with 1 inch or some could be       replaced with ¾ inch meters if that would meet their needs.

Police Report Paul Smith has a written report for everyone to review no oral report as he was unable to be at meeting.

Building Permit Processing Matthew Parton will be getting a report ready for Council. A Planning Committee will be formed to review applications. As of now Herbert Bruce and John Alexander have volunteered to be part of committee.

Business License Update as of February 7, 2017 84 businesses have an Occupational License. Renewal letters will be sent out to other Business Owners. A penalty of $25.00 will be charged after February 15, 2017.

  1. New Business

Alcohol License Renewals Save-A-Lot was approved for Alcohol Sales.

Bid Processing All bids must come to City Hall in a sealed envelope. It is then opened at designated time by Mayor and Clerk. Mayor reviews and interviews applicants. Then Mayor makes a decision on best qualified applicants. This is still in progress.  There are more applicants to interview. And No decisions have been made at this time.

            5.1       Motion made by Liz Ordiales seconded by Anne Mitchell to Adopt January 10, 2017  Minutes All in Favor.

            5.2       Motion made by Anne Mitchell Seconded by Rayette Ross Adopting the December 2016  Financial Statements As Distributed. Vote was unanimous.

            5.3       A Motion made by Liz Ordiales Seconded by Anne Mitchell Adopting City Manager’s  February 2017 Written Report  as Distributed All Council in Favor.

            5.4       Motion made by Jay Chastain Seconded by Anne Mitchell Approving Save-A-Lot Alcohol License All in Favor.

            5.5       Motion made by Liz Ordiales Seconded by Rayette Ross Approving Second Reading Ethics Ordinance. Council voted unanimous.

            5.6       Rayette Ross made Motion Approving Second Reading Derelict/Blighted Buildings  Seconded by Liz Ordiales. All Council voted in Favor.

            5.6       Motion made by Anne Mitchell Seconded by Rayette Ross Approving Second Reading Derelict/Blighted Building Ad-Valorem. All Council voted in Favor.

            5.7       Motion made by Anne Mitchell Seconded by Kris Berrong Approving Resolution For Alcohol Fees. All Council voted in Favor

            5.8       Motion made by Anne Mitchell Seconded by Jay Chastain Approving Second Reading of Alcohol Ordinance. Vote was unanimous.

Motion to go into executive Session was made by Rayette Ross and Seconded by Jay Chastain

      

                        A Motion was made by Rayette Ross, seconded by Jay Chastain to adjourn. All voted in favor.
