HIAWASSEE WORK SESSION REVISED MINUTES
March 26th, 2018

The March Work Session of the Hiawassee City Council was called to order by Mayor Liz Ordiales at 6:00pm on March 26th, 2018. Present, in addition to the Mayor were Councilmembers Anne Mitchell, Kris Berrong, Amy Barrett, Nancy Noblet, and Patsy Owens.  City staff members present were Water Superintendent Carl Grizzle and City Clerk Bonnie Kendrick.  Thomas Mitchell, City Attorney, was also in attendance.

The invocation was given by Anne Mitchell followed by the Pledge of Allegiance.

Mayor Liz introduced Water Superintendent, Carl Grizzle and recognized guests Elijah Moody, Towns County Speech contestant winner, and Jenna Hazelet, Serv-Line representative.

Amy Barrett made the motion to adopt the final agenda as distributed with Anne Mitchell seconding and all the council was in favor.

Before heading off to spring break, Elijah Moody delivered an enlightening speech about “The Future”.

The Mayor’s report included information regarding the new water bill format, single digit misread, GMRC mapping project, the Plan First Community, the tree ordinance, and a possible reduction to 503 C water customers using less than 800 gallons of water per month. Mayor Liz also demonstrated the GEFA Water and Wastewater Rates Dashboard, informed the Council that the last fire hydrant is fix and all City hydrants are operable, and that South State Bank had officially “arrived”.

Jenna Hazelet, from Serv-Line provided information to the council regarding the opportunity to purchase insurance for water bills and different programs available for customers as well.

Mayor Liz reminded the council and the public that the Clean Sweep will be April 21st.

2ndreading of the Pay Structure for Elected Officials will be on the May Council Meeting for approval. Attorney Thomas Mitchell clarified that the 2ndreading of the Pay Structure for Elected Officials must have notification published in the Towns County Herald for the 3 weeks leading up to the vote and will be effective January 2020.

Mayor Liz verified that the Council had received the minutes of the March Council meeting and that the approval will be on the April Council meeting agenda.

Police Department Report will be given on Tuesday, April 3rdat the Council meeting as Chief Paul Smith was unable to give the report due to illness.

Mayor Liz will ask the Council to approve the Right of Way Management Agreement with Mr. Fender at the Council meeting next week. This agreement will permit Mr. Fender to verify that all franchise fees to which we are entitled will be collected.

Mayor Liz met with EPD and Randy Day, our building inspector, to discuss Randy being our Local Issuing Authority.  This will require a change in the terms of the City’s contract with Mr. Day which will come before the Council at a later date.

The Council will be asked to approve a Pension Secretary Resolution naming City Clerk, Bonnie Kendrick as the Pension Secretary at the April Council meeting.

January Financials will be on the agenda for approval at the April Council meeting as well.

Mayor Liz informed the council that she had recently heard from the attorney for Towns County Water Authority (Atty. Eddy Corn) and that we can go ahead and pay off the loan #5 (1989 B bond).

Nancy Noblet made the Motion to Adjourn, which was seconded by Amy Barrett with all the council in favor.  Meeting was adjourned.
