HIAWASSEE CITY COUNCIL MINUTES

October 2th, 2018

The October 2018 City Council Meeting was called to order at 6:00 p.m. at City Hall by Mayor Liz Ordiales.  Present, in addition to the Mayor, were Council members Anne Mitchell, Patsy Owens, Nancy Noblet, Amy Barrett, and Kris Berrong.  Staff present was City Clerk Bonnie Kendrick.

The Invocation was given by Council member Nancy Noblet and was followed by the Pledge of Allegiance.  Mayor Ordiales recognized Pat Malone of WJUL radio, and Scott and Sonya Newton of Georgia Mountain TV.

Motion to adopt final agenda as distributed was made by Council member Patsy Owens, was seconded by Council member Nancy Noblet with all Council members in favor.

In Old Business, Commissioner Bradshaw has graciously agreed to have Trick or Treating at the Courthouse this year.  It will allow the square parking to be available and will alleviate the need for children and parents to cross Route 76 to participate in the activities.  We will use the walkway around the courthouse for setting up tables (to the outside) and have the children walk through between the courthouse wall and the tables.  Council member Anne Mitchell stated that Pam Fagan had expressed an interest in being a judge for the best costume contest.  Mayor Ordiales stated that Sandra Green may do the Haunted House at the Old Rock Jail Museum.  There was discussion around street closings to protect the children when crossing certain streets.

There was no new business.

Motion to approve the consent agenda was made by Council member Anne Mitchell, seconded by Council member Amy Barrett, with all Council members in favor.  The consent agenda consisted of the following:

Minutes from:

August 16thSpecial Called Meeting – Millage Rate Consensus
September 4th Millage Rate Public hearings (10AM and 2PM Meetings)
September 4th Council Meeting
September 11th Millage Rate Public Hearing 6PM
September 11th Special Called Meeting for 1st reading of Millage Rate 6:30PM
September 24th Special Called Meeting for 2nd Reading of Millage Rate 6PM
September 24th Budget Public Hearing minutes           September 24th Work Session Minutes

July Financials

The motion to approve the first reading of the ordinance for Municode Digital Listing was made by Council member Anne Mitchell and seconded by Council member Patsy Owens.  Mayor Ordiales distributed the Ordinance fee schedule.  Municode removed all references from the ordinance to place them on the fee schedule so that the fee schedule can be changed without amending the associated ordinance. There are several blanks because there are ordinances that states there is a fee, but there was no fee amount in the ordinance, such as Blasting permit administrative fee. Vote was unanimous in favor.

The motion to approve 2ndReading and adoption of 2018-2019 Budget was not acted upon because the City did not notify the public that the vote was taking place this evening.  Mayor Ordiales will notify the Towns County Herald that the vote will take place at the October 28thWork session. (NOTE:  The actual date of the October Work session is October 29th.)

There was no executive session.

Motion to adjourn was made by Council member Nancy Noblet, seconded by Council member Kris Berrong with all in favor.  Meeting was adjourned at 6:20pm.
