HIAWASSEE CITY COUNCIL WORK SESSION MINUTES
November 25th, 2019

The November 5th, 2019 City Council Work Session Meeting was held at 6:00 p.m.in the upstairs training room at City Hall.

Present were Council members Patsy Owens, Nancy Noblet, Amy Barrett, Anne Mitchell and Kris Berrong, City Attorney Thomas Mitchell.  Staff member present was Billing Technician Marta Izquierdo. Absent was Bonnie Kendrick, who was out sick. 

Mayor Liz Ordiales called the meeting to order at 6:00pm.  Council member Kris Berrong gave the invocation and the Pledge of Allegiance followed.  

Mayor introduced the Crothers family, Linda Barrett, Richard and Dale Crothers. Mayor thanked the worker who volunteered on Sunday to help decorate the square.  There was an announcement of the proclamation of Arbor Day 2020 that would follow. 

The Mayors Report consisted of the following topics. The first big leak of the year due to freezing pipes.  Located on Main Street in front of Ga Vision Center, mayor asked for patience in these leaks. Sewer plant expansion continues, new valves and $485,000 screw press has arrived.  Victoria’s Attic is under repairs with a new roof and Denise is working for a possible tenant. Light Up Hiawassee will be December 7th with many activities for all. The City of Hiawassee was selected to be part of the Appalachian Gateway Community project.  This will help with economic development and grants. The City’s Strategic Plan will be recognized at the National DDA Conference in Washington in March 2020. 

The City completed a 2 year project to purchase the Paris building located on Main Street.  The price paid was $99,000 and it was appraised for $135,000.  Mr. Paris made a donation to the city for the balance of $36,000.  The final approval will take place at the Tuesday City Council Meeting.

The attendees were given raffle tickets for 2 Hamilton Gardens Christmas ornaments.  Those tickets would be used to later determine the new signage for the outside wall of City Hall. 

Under new business, the City was approved to participate in the Georgia Mural Trail program that covers statewide recognition for murals.  The Cost to the City is $3,000.  The rest of the funding is provided via the grant Denise obtained.  The Murals will appear on the Eagle Mountain Archery Store and the Dan Joseph Buildings.  City Council to approve at the Tuesday monthly meeting. 

Resolution for extension of time for the GEFA loan, alcohol licenses and Consent Agenda will be approved at the Tuesday Council Meeting as well. 

Police report consisted of a donation from our citizens for a K-9, personalized vest for Buddy.  Chief Paul Smith just completed a Leadership Chatuge course lasting 12 weeks.  He received his diploma last week. Another donation was made for a heat alarm system for K-9 police car.  The Antique Mall was broken into and suspect was apprehended in Alabama.  The property was mostly recovered. 

In Denise’s absence, Herb Bruce reported on DDA meetings.  Discussed the possible signature event for the DDA, Float-In, Food Trucks, Chili Cook-off are potential projects. 

Joan Crothers was asked to receive the Arbor Day proclamation and was presented with the “Queen of the Square” place to be placed at Crothers Corner on the square.  Linda Barrett honoring her mom and the many great things she does for our community. 

The Mayor recognized that Bonnie Kendrick is now a Certified City Clerk and thanked Kris Berrong for his service on the Council. 

Drawing was held for the Ornaments, winners were Marcy Landeau and Cybil Finkle. 

Cake and Coffee followed

Motion to adjourn the meeting was made by Amy Barrett, second by Nancy Noblet, all in favor.
