HIAWASSEE CITY COUNCIL MINUTES

The February 4, 2020 City Council Meeting was called to order by Mayor Liz Ordiales at 6:00 p.m. in council chambers at City Hall.

Present in addition to the Mayor were Council Members Anne Mitchell, Jay Chastain, Amy Barrett, Nancy Noblett, and Patsy Owens. Staff present were Billing Clerk Marta Izquierdo and Police Chief Paul Smith.

The mayor recognized new member of the community, Mr. & Mrs. Gardner and invited them to attend the Work Session the final Monday of the month. 

The invocation was given by Amy Barrett and was followed by the Pledge of Allegiance.

City Clerk Bonnie Kendrick was not present today, she is in Jekyll Island receiving her certificate for her final training. Taking notes this evening is Marta Izquierdo, Thank You Marta.

There is no old or new business as no new business is discussed at City Council meetings unless it is previously discussed at work session.

Motion to approve the Final Agenda was made by Council Member Amy Barrett seconded by Council Member Jay Chastain with all in favor.

Motion to approve the 2020 Budget Policy Resolution was made by Council Member Nancy Noblett seconded by Council Member Patsy Owens with all in favor.

Motion to approve the New Landscape Contract which will be posted in the paper and on Facebook. The bids are needed by February 24, 2020. Motion was made by Council Member Jay Chastain and seconded by Council Member Anne Mitchell with all in favor.

Motion to replace Council Member Nancy Noblet for Kris Berrong as the New Member of the Planning Board was made by Council Member Amy Barrett and seconded by Council Member Jay Chastain with all in favor.

Motion to leave Mayor Pro Temp Anne Mitchell in that position was made by Council Member Patsy Owens and seconded by Council Member Amy Barrett with all in favor.

Motion to remove Manny Carrion and replace Joe Ruf for the Joint Development Authority was made by Council Member Nancy Noblet and seconded by Council Member Patsy Owens with all in favor.

Motion for the Blight Building Resolutions was made by Council Member Anne Mitchell and seconded by Council Member Nancy Noblet with all in favor.

Motion to approve the Consent Agenda which includes the October and November 2019 financials, and the minutes of December 3^rd, 2019, January 7^th, 2020, and January 27^th Work Session was made by Council Member Amy Barrett and seconded by Council Member Nancy Noblet with all in favor.

Motion to enter executive session was made by Council Member Nancy Noblet and seconded by Council Member Anne Mitchell with all in favor at 6:14PM

Motion to exit executive session was made by Jay Chastain, second by Anne Mitchell, all in favor. 

Upon returning to City Council meeting, Motion was made by Anne Mitchell, second by Patsy Owens to dismiss Cenyla Galloway as Court Clerk effective February 15^th, 2020.  All Council members unanimously approved with no opposition.

Motion to adjourn was made by Amy Barrett, second by Patsy Owens, All in favor.
