HIAWASSEE CITY COUNCIL MINUTES
May 5th, 2020
The May 2020 City Council Meeting was called to order by Mayor Liz Ordiales at 6:00 p.m. in council chambers. The meeting was closed to the public (due to the Coronavirus pandemic) but broadcast via Facebook Live on the City of Hiawassee FaceBook page.
The Invocation was given by Councilmember Amy Barrett and was followed by the Pledge of Allegiance.
The Mayor welcomed the public joining us via FaceBook Live and announced the latest numbers from the Georgia Department of Health regarding the current numbers of confirmed cases and deaths in the state, Towns County, and Union County. On the call today, Dr. Toomey indicated that the number of confirmed cases statewide is holding steady. The numbers are increasing due to testing and the state has met 5 of the 6 measures to open. Mayor Ordiales thanked the Towns County Chamber of Commerce for keeping up with resources available. Patrick Malone updated the Mayor regarding the Census number and the City has fallen from first place to last. Statewide 53.1%, Towns County 41%, Young Harris 45.5%, and the City of Hiawassee at 38.6%. She encouraged everyone in the city to please complete your census. It is important for grants and other funding opportunities.
The Mayor recognized City Clerk Bonnie Kendrick as this is Municipal Clerks Week and thank her for her service. The Council also thanked the clerk.
The motion to adopt the final agenda as distributed was made by Councilmember Amy Barrett, seconded by Councilmember Jay Chastain with all in favor.
In Old Business, regarding the Budget Hearing and approvals, we will have the Public Hearing at 6:00 pm on May 26th, 2020, then the Special-Called meeting and first reading will commence and the regular May Work Session will follow immediately. The second reading will be at the regular June Council meeting (June 2, 2020). The Mayor read the text of what will be published in the paper on May 15th.
There was no New Business.
The motion to approve the Consent Agenda, which consisted of the Minutes of the April 7th City Council Meeting and the April 27th Work Session and the February Financials, was made by Councilmember Amy Barrett, seconded by Councilmember Nancy Noblet with all in favor.
Motion to approve the Water Treatment Payment to GEFA on loan DW98026 for $237,585.00 was made by Council memberPatsy Owens, seconded by Councilmember Jay Chastain with all in favor.
Councilmember Amy Barrett recused herself from the following vote. The motion to approve the Property Insurance through GIRMA ($39,996 Annual) was made by Councilmember Nancy Noblet, seconded by Councilmember Jay Chastain. In favor, votes were also made by Councilmember Anne Mitchell and Councilmember Patsy Owens.
Mayor Ordiales explained that there were two changes made to the Inter-Government agreement with the DDA – one having to do with changing “Commissioners” to “Council” and the other allowing the City to terminate the agreement with 90 days’ notice to the DDA. Motion to approve the Inter-Governmental Agreement with these changes between the City and DDA (to provide $20,000 Annual funding for the DDA) was made by Councilmember Anne Mitchell, seconded by Councilmember Patsy Owens, with all in favor.
The motion to approve the contract with Colditz for work at Lloyds Landing and the Hospital Crosswalk (total not to exceed $53,000.00) was made by Councilmember Nancy Noblet, seconded by Councilmember Jay Chastain with all in favor.
Councilmember Amy Barrett will collect for the Community Scholarship for Towns County Class of 2020 Seniors for two more weeks. Donations can be dropped off at Towns County High School, mailed to City Hall, or dropped in any of the City Hall drop boxes. She will deliver 100% of the donations to Dionne Berrong in two weeks.
There was no Executive Session.
The motion to adjourn was made by Council member Amy Barrett, seconded by Council member Nancy Noblet with all in favor. Meeting was adjourned at 6:15pm
