HIAWASSEE CITY COUNCIL MINUTES

The October 2020 City Council Meeting was held on October 6th and was called to order by Mayor Pro Tem Anne Mitchell at 6:00 p.m. in council chambers.  The meeting was closed to the public due to the COVID-19 pandemic but was broadcast via Facebook Live on the City of Hiawassee Facebook Site.

Present in addition to the Mayor Pro Tem was Councilmembers Nancy Noblet, Jay Chastain, and Amy Barrett.  Mayor Liz Ordiales, Councilmember Patsy Owens, and City Attorney Thomas Mitchell joined by telephone.  Staff present was Economic Development Director Denise McKay and City Clerk Bonnie Kendrick.

Mayor Pro Tem Anne Mitchell observed a moment of silence in memory of Maria Luisa Ordiales, Mayor Liz Ordiales’ Mother, who died on Sunday evening.

The Invocation was given by Councilmember Nancy Noblet and was followed by the Pledge of Allegiance. 

Mayor Pro Tem Anne Mitchell requested that the agenda be amended as the first reading of the Millage Rate ordinance and to ratify the intergovernmental agreement between Towns County, Young Harris, and the City of Hiawassee for the Economic Development Director.  

Motion to amend the agenda as stated was made by Councilmember Amy Barrett, seconded by Councilmember Nancy Noblet with all in favor. 

Motion to adopt the final agenda as amended was made by Councilmember Amy Barrett, seconded by Councilmember Jay Chastain with all in favor. 

There was no old or new business.

Motion to approve the Consent Agenda which consists of the minutes of the September 1st City Council Meeting, the September 28th Millage Rate Public Hearing and Council Work Session, and the June Financials, was made by Councilmember Nancy Noblet, seconded by Councilmember Amy Barrett with all in favor.

Motion to approve the first reading of the Millage Rate Ordinance (rollback rate to 2.067) was made by Councilmember Patsy Owens, seconded by Councilmember Jay Chastain with all in favor.

Motion to table the second reading of the Alcohol Ordinance was made Council member Jay Chastain, seconded by Councilmember Nancy Noblet with all in favor.

Motion to approve the resolution to approve the Towns County Water Authority settlement was made by Councilmember Jay Chastain, seconded by Councilmember Patsy Owens with all in favor.

Motion to approve the first reading of the Ordinance to repeal the Sewer Moratorium was made by Councilmember Nancy Noblet, seconded by Councilmember Jay Chastain with all in favor.  

Motion to schedule a Special Called meeting for the second reading of the Millage Rate Ordinance as well as the second reading of the Ordinance to Repeal the Sewer Moratorium was made by Council Member Nancy Noblet, seconded by Councilmember Amy Barrett with all in favor. The meeting was set for Thursday, October 15th at 6 pm.

Motion to ratify the intergovernmental agreement between Towns County, Young Harris, and the City of Hiawassee for the Economic Development Director was made by Councilmember Amy Barrett, seconded by Councilmember Jay Chastain with all in favor. 

There was no need for an executive session.

Motion to adjourn the meeting was made by Councilmember Nancy Noblet, seconded by Councilmember Amy Barrett with all in favor.

Meeting adjourned at 6:16pm
