HIAWASSEE CITY COUNCIL MINUTES November 5th, 2020

The City of Hiawassee November City Council meeting was called to order at 6PM on November 5th, 2020 in the Council Chambers by Mayor Liz Ordiales. Due to Election night being on Tuesday, November 3rd, the regularly scheduled November meeting was changed to Thursday November 5th.  The meeting was broadcast over FaceBook Live and was not open to the public due to the COVID-19 pandemic.

The Invocation was given by Council member Anne Mitchell and was followed by the Pledge of Allegiance.  There were no guests or announcements.

Motion to approve the agenda as distributed was made by Council member Nancy Noblet, seconded by Council member Jay Chastain with all in favor.

There was no old business.

Motion to approve the second reading of the 2020 alcohol ordinance was made by Council member Anne Mitchell and seconded by Council member Amy Barrett.  After lengthy discussion around the point system criteria in the ordinance and whether it would be more appropriate to allow the free market to prevail, the subject was tabled until the next work session.  Motion to table the reading was made by Council member Amy Barrett, seconded by Council member Anne Mitchell with all in favor.

Motion to approve the resolution to submit the ARC grant for funding was made by Council member Patsy Owens, seconded by Council member Jay Chastain with all in favor.

Motion to approve the 2021 alcohol licenses for the new owner of Bacchus (Ashlyn LaPorte) as well as Guido4 LLC (Sundance  Grill, Ingles Markets, Inc #483, Ingles Imarket #783, Market K Group, LLC, Monte Alban, Inc, Hiawassee  Brew and Tilted  CafĂ© was made by Council member Amy Barrett, seconded by Council member Jay Chastain with all in favor.  Clipper Petroleum (Circle M Food) and Hiawassee Seafood Bar and Grill have not submitted their applications.  Hiawassee Seafood is in the process of being sold.

Motion to approve the 2021 Annual Holiday and Meeting Schedule as distributed was made by Council member Nancy Noblet, seconded by Council member Jay Chastain with all in favor.

Motion to approve the consent agenda, which consists of the minutes from the October 6th City Council Meeting, minutes from October 15th Special Called meeting, minutes from October 26th Work Session, and the July Financials was made by  Council member Amy Barrett, seconded by Council member Jay Chastain with all in favor.

Motion to go into executive session to discuss the Towns County Water Authority Settlement agreement and pending litigation was made by Council member Amy Barrett, seconded by Council member Jay Chastain with all in favor.

Motion to exit executive session was made by Council member Nancy Noblet, seconded by Council member Amy Barrett, with all in favor.

Motion to adjourn was made by Council member Jay Chastain, seconded by Council member Nancy Noblet with all in favor.  Meeting adjourned at 7:00pm
