HIAWASSEE MAY CITY COUNCIL MINUTES MAY 3rd, 2022 6 PM

The City of Hiawassee May City Council meeting was called to order at 6PM on May 3rd, 2022 in the Council Chambers by Mayor Liz Ordiales. The meeting was open to the public and broadcast over FaceBook Live. 

Present in addition to the Mayor were Council members Anne Mitchell, Amy Barrett, Patsy Owens, Nancy Noblet and Jay Chastain. Staff present were Economic Development Director Denise McKay and City Clerk Bonnie Kendrick.   

The Invocation was given by Council member Amy Barrett and was followed by the Pledge of Allegiance.  

Mayor Liz welcomed guests Lajean Turner, Jonathan Wilson, Chad Stack of WJUL radio, and reporter Brittany Holbrooks of the Towns County Herald.  The Mayor presented a proclamation to City Clerk Bonnie Kendrick in recognition of the 53rd Annual Professional Municipal Clerks week (May 1-7 2022).

Motion to approve the agenda as distributed was made by Council member Amy Barrett seconded by Council member Jay Chastain with all in favor.

The motion to approve the first reading of the Dual Ordinance Reading 1 Meeting Charter Amendment was made by Council member Nancy Noblet and seconded by Council member Anne Mitchell.  Council member Jay Chastain said that the explanation of the Charter Amendment from City Attorney Thomas Mitchell was very helpful.  All were in favor.

Motion to approve the Consent Agenda which consists of the April 5th City Council Meeting Minutes and the April 25thWork Session Minutes was made by Council member Amy Barrett seconded by Council member Jay Chastain with all in favor.

The appointed Ron Robinson to the Joint Development Authority was made by Mayor Ordiales.  Motion to approve the appointment was made by Council member Nancy Noblet, seconded by Council member Anne Mitchell with all in favor.

The motion to approve the GIRMA Insurance coverage ($44,410.00) was made by Council member Patsy Owens and seconded by Council member Jay Chastain.  Council members Mitchell and Noblet also approved.  Council member Barrett abstained.

Motion to approve the first reading of the 2022-2023 Budget Ordinance was made by Council member Anne Mitchell and seconded by Council member Amy Barrett. Council member Chastain expressed concern that the 5% increase in the water rates may not be sufficient in light of the increases in supplies that are being passed onto the City by vendors.  Mayor Ordiales said that it may need to be adjusted next year to be more that the Federal cost of living percentage, but she preferred to wait and see what happens over the next year.  There will still be time to review the budget numbers at the work session prior to the second reading.  All were in favor and the motion passed.

Motion to approve the second reading of the Noise Ordinance was made by Council member Nancy Noblet, seconded by Council member Jay Chastain with all in favor.

Motion to approve the first reading of the Jake Brake Ordinance was made by Council member Jay Chastain, seconded by Council member Nancy Noblet with all in favor. Mayor Ordiales advised the Council that we had forwarded the Jake Brake and Noise ordinance to Commissioner Bradshaw, and he may be passing similar ordinance in the county.

Mayor Ordiales named Lajean Turner as her Ethics Committee appointee.  The Council named Jonathan Wilson as their Ethics Committee appointee.  Mayor Ordiales named Pam Green as her Ethics Committee appointee subject to the approval of the Council.  Council approval was unanimous.

Formation of the committee to select an accounting/CPA firm was accomplished.  Council members Noblet and Barrett have agreed to serve on the committee with City Clerk Bonnie Kendrick.

There being no need for executive session, motion to adjourn was made by Council member Amy Barrett, seconded by Council member Jay Chastain with all in favor.  Meeting adjourned at 6:16pm.
