HIAWASSEE PUBLIC HEARING and WORK SESSION MINUTES
October 24th, 2022 6PM

The City of Hiawassee held a public hearing on the 5-year digest and tax millage rate on Monday October 24, 2022, at 6pm. The meeting was broadcast via FaceBook live and was open to public in the City Hall training room.  Mayor Ordiales explained the Millage Rate and that the first reading last month had been to take the rollback amount.  There were no questions or comments.

The City of Hiawassee Work Session convened immediately following the Millage Rate public hearing at by Mayor Liz Ordiales.  Present in addition to the Mayor were Council members Amy Barrett, Nancy Noblet, Anne Mitchell and Patsy Owens.  Council member Jay Chastain attended via telephone. Staff present were Economic Development Director Denise McKay, Police Chief Paul Smith and City Clerk Bonnie Kendrick. Also present was City Attorney Thomas Mitchell.

The Invocation was given by Council member Anne Mitchell and was followed by the Pledge of Allegiance.  Mayor Ordiales introduced guests Pam Fagan, Brittany Holbrooks of the Towns County Herald, and Jerry Gutenstein.

Motion to approve the agenda as distributed was made by Council member Amy Barrett, seconded by Council member Nancy Noblet, with all in favor.

In Old business, Mayor Ordiales outlined the Alcohol Ordinance changes and advised the Council that they will vote to make those changes next week. There was some discussion around changes to the rating system should there be multiple applications for a future package store and the ordinance will be amended as suggested.

The Official City Council Policy draft was presented to the Council for consideration and edits.  It will also be on the agenda for vote next week.

In the Mayor’s report, updates were provided on the payoff of another loan (leaving a little more than $511,000 in debt), Leak in front of Linda’s (155,000 gallons of lost water), replacement of hydrant, the stop sign at Berrong and West Bell Streets, jail trash, the sewer line damage on Thurman Drive, the daffodil project, English Country Garden’s donation of mums for the Square and other Square decorations, shred day is November 5th at the Fairgrounds, the Boardwalk (Mayors Park to Lloyds Landing) and ARC grant for the Boardwalk.

In New Business, the Consent Agenda, will consist of the October 4th City Council Meeting, the October 24th Work Session Minutes and finally, the July and August Financials.

The 2022 Millage Rate ordinance will be on the agenda next week for the second reading – rollback rate is 1.972.

Mayor Ordiales updated the Council on the lead pipe mandate – we have not lead pipes and are exempt as a small city.  The mandate is for cities with population over 50,000.

The draft 2023 Holiday and Meeting calendar was presented to the Council.  It will be on the agenda next week for approval.

Approval for an ARPA budget will be on the agenda for vote next week.  

Mayor Ordiales reminded the Council that the Boardwalk grant requires a separate bank account and the Council will be asked to ratify the account opening next week.

Chief Paul Smith gave the police report including traffic statistics and information on a drug bust (methamphetamines and a large amount of cash) that Sergeant James made last Thursday.

Director Denise McKay gave the Economic Development report which included an update on the Public Arts Strategy, financial update, Mull’s Motel and 81 River Street sales (under contract).  She also demoed the JDA (Joint Development Authority) and the DDA (Downtown Development Authority) websites.

Motion to enter executive session to discuss pending litigation was made by Council member Patsy Owens, seconded by Council member Amy Barrett, with all in favor.
