HIAWASSEE CITY COUNCIL MINUTES
November 1^st, 2022 6 PM

The City of Hiawassee November City Council meeting was called to order at 6:01PM on November 1^st, 2022, in the Council Chambers by Mayor Liz Ordiales. The meeting was open to the public and broadcast over FaceBook Live. 

Present in addition to the Mayor were Council members Patsy Owens, Nancy Noblet, and Amy Barrett. Absent were Council member Anne Mitchell and Jay Chastain.  Staff present were Economic Development Director Denise McKay and City Clerk Bonnie Kendrick.

The Invocation was given by Mayor Liz Ordiales and was followed by the Pledge of Allegiance. 

The Mayor welcomed guests LaJean Turner, Lea Alexander and Jim Olsen.  The only announcement of the night was that the great Halloween attendance at the Georgia Mountain Fairgrounds. There were approximately 3000 children.

Motion to approve the agenda as distributed was made by Council member Amy Barrett, seconded by Council Member Nancy Noblet with all present in favor.

There was no old business.

In New Business, motion to approve the Consent Agenda, which consists of the October 4^th City Council Meeting Minutes, October 24^th City Council Work Session minutes, and the July and August 2022 Financial Reports was made by Council member Nancy Noblet seconded by Council member Patsy Owens with all present in favor.

Motion to approve the first reading of the Alcoholic Beverage Ordinance Amendment was made by Council member Amy Barrett, seconded by Council Member Nancy Noblet with present all in favor.

Motion to approve the City Council policy was made by Council member Patsy Owens, seconded by Council Member Nancy Noblet with all present in favor.

Motion to approve the second reading of the Millage Rate Ordinance (roll-back to 1.972) was made by Council member Amy Barrett and seconded by Council member Nancy Noblet with all present in favor. 

Motion to approve the 2023 Meeting and Holiday Calendar was made by Council member Nancy Noblet, seconded by Council Member Patsy Owens with all present in favor.

Motion to Approve the Fiscal Years 2021-2022 and 2022-2023 ARPA Budget was made by Council member Patsy Owens, seconded by Council Member Nancy Noblet with all present in favor.

Motion to ratify the approve to open the bank account for the Boardwalk Grant was made by Council member Amy Barrett, seconded by Council Member Nancy Noblet with all present in favor.

There being no need for executive session and no other business, motion to adjourn was made by Council member Amy Barrett, seconded by Council member Nancy Noblet with all present in favor. Meeting adjourned at 6:06pm.
