HIAWASSEE CITY COUNCIL MEETING MINUTES
December 6th, 2022 6 PM

The City of Hiawassee December City Council meeting was called to order at 6:00 PM on December 6th, 2022, in the Council Chambers by Mayor Liz Ordiales. The meeting was open to the public and broadcast over FaceBook Live. 

Present in addition to the Mayor were Council members Anne Mitchell, Patsy Owens, Nancy Noblet, Amy Barrett, and Jay Chastain. Staff present were Economic Development Director Denise McKay, Police Chief Paul Smith, and City Clerk Bonnie Kendrick.

The Invocation was given by Council member Amy Barrett and was followed by the Pledge of Allegiance.  

The Mayor welcomed guests.  There were no announcements.

Council member Nancy Noblet amended the agenda to include Chief Paul Smith addressing the Council.  Motion to approve the agenda as amended was made by Council member Patsy Owens, seconded by Council Member Anne Mitchell with all present in favor.

Mayor Ordiales gave the floor to Chief Paul Smith.  He read a statement regarding his resignation, thanking the Council for trusting in him and supporting him since he was named Chief of Police in 2017.  He also offered this support to his successor.

There was no old business.

In New Business, motion to approve the Consent Agenda, which consists of the November 1st City Council and the November 28th Work Session Minutes, and the September Financials was made by Council member Nancy Noblet, seconded by Council Member Jay Chastain with all present in favor.

Motion to approve the second reading of the Alcohol Ordinance was made by Council member Patsy Owens, seconded by Council Member Amy Barrett with all present in favor.

Motion to approve the AirMed Care Renewal contract for 2023 was made by Council member Jay Chastain, seconded by Council Member Nancy Noblet with all present in favor.

Council member Amy Barrett had asked clarifying questions on the Insurance License Premium Renewal ordinance.  City Attorney Thomas Mitchell had responded shortly before the meeting and Mayor Ordiales read his response. Attorney Mitchell verified that the ordinance was only changing the renewal fee from $15.00 to $25.00.  Motion to approve the Insurance License Premium Renewal Ordinance changing the rate from $15 to $25 was made by Council member Jay Chastain, seconded by Council Member Anne Mitchell with all present in favor.   This ordinance was successfully passed in one reading because of the change made to the City Charter earlier this year which allows ordinances to be passed with one reading if all Council members are present and in agreement with the ordinance.

Motion to approve the Update to the Environmental Ordinance (to show Lake Chatuge not Lake Sinclair–Lake Oconee) was made by Council member Jay Chastain, seconded by Council Member Amy Barrett with all present in favor.  This ordinance also passed in one reading.

Motion to approve the 2023 Alcohol Renewals for Bacchus on the Lake, Clipper Petroleum, Hiawassee Brew, Hiawassee Food Mart, HIR Gastro Lounge, Ingles Market #783, Ingles Market #483, Market K Group, Monte Alban, Sundance Grill, Tilted CafĂ©, Big Bear Wine & Spirits, Hiawassee Package Inc., and Tilted Bottle was made by Council member Patsy Owens, seconded by Council Member Jay Chastain with all present in favor.

Motion to approve the 2023 Election Qualification Fees Resolution was made by Council member Amy Barrett, seconded by Council Member Jay Chastain with all present in favor.

Motion to approve the Resolution for LOST distribution 2023-2032 (Hiawassee 13.5%, Young Harris 11.5% and Towns County 75%) was made by Council member Nancy Noblet, seconded by Council Member Amy Barrett with all present in favor.

Motion to enter executive session to discuss pending litigation was made by Council member Amy Barrett, seconded by Council Member Jay Chastain with all present in favor.


Motion to exit executive session was made by Council member Nancy Noblet, seconded by Council Member Jay Chastain with all present in favor.

Motion to adjourn was made by Council member Anne Mitchell, seconded by Council Member Amy Barrett with all present in favor. Meeting adjourned at 6:15pm.
