HIAWASSEE CITY COUNCIL MINUTES
February 7th,2023 6 PM

The February City Council Meeting was called to order on February 7, 2023, at 6:00 PM in the Council Chambers by Mayor Liz Ordiales. The meeting was open to the public and broadcast over Facebook Live

Present in addition to Mayor Ordiales were council members Anne Mitchell, Amy Barrett, Patsy Owens, Nancy Noblet and Jay Chastain. Staff present were Economic Development Director Denise McKay.

The invocation was given by Council member Nancy Noblet and was followed by the Pledge of Allegiance.  

Mayor Ordiales welcomed guests that night, Darrin Berrong and David Plunkett and of course Brittany Holbrook from the Towns County Herald. 

Motion to approve the agenda as distributed was made by Council Member, Amy Barrett and seconded by Council Member Jay Chastain with all present in favor.

There was no old business.

In New Business, motion to approve the Consent Agenda, consisting of December 6 City Council Meeting Minutes, October and November Financials and January 30, 2023, Work Session Minutes was made by Council Member Patsy Owens and seconded by Council Member Anne Mitchell, motion carried unanimously. Motion to confirm Jeremy Parker as Chief of Police, remove Paul Smith from all accounts and replace with Chief Parker wherever needed was made by Council Member Nancy Noblet and seconded by Council Member Amy Barrett unanimously.

Motion was made to approve the Personnel Policy Resolution by Council Member Amy Barrett and seconded by Council Member Nancy Noblett.  Discussion: Council Member Jay Chastain, Jr.  asked for clarification of insurance coverage for personnel.  Mayor Ordiales reassured the Council that the City would continue to offer coverage, that the cost has increased substantially, and Tim Barrett was researching policies for the City, but that insurance coverage would be provided.  The motion carried unanimously.

Motion was made to approve the decommissioning of Hiawassee Park Utility Easement by Council Member Patsy Owens and seconded by Council Member Jay Chastain Jr.; the motion carried unanimously.

Motion was made to accept Nations Drive as a City Street by Council Member Jay Chastain Jr. and seconded by Council Member Nancy Noblet; the motion carried unanimously. 

Motion was made to approve the EMI Watershed Monitoring Annual Contract by Council Member Jay Chastain, Jr. and seconded by Council Member Amy Barrett; the motion carried unanimously. 

Motion was made to approve the Embrace Civility Program by Council Member Ann Mitchell and seconded by Council Member Nancy Noblet; the motion carried unanimously.

Motion to approve the alcohol license for Exxon Mart 24/7 was tabled due to missing information.

Motion to approve the TAP Transportation Grant for $325,000 with 20% match of $65,000 was made by  Council Member Amy Barrett and seconded by Council Member Jay Chastain, Jr; the motion carried unanimously.

There being no for executive session and no other business, motion to adjourn was made by Council Member Amy Barrett and seconded by Council Member Patsy Owens; the motion carried unanimously.
