HIAWASSEE CITY COUNCIL MINUTES
May 2nd, 2023 6 PM

The City of Hiawassee May City Council meeting was called to order at 6:00 PM on May 2nd, 2023, in the Council Chambers by Mayor Liz Ordiales. The meeting was open to the public and broadcast over FaceBook Live. 

Present in addition to the Mayor were Council members Anne Mitchell, Patsy Owens, Amy Barrett, and Jay Chastain. Council member Nancy Noblet attended via telephone. Staff present were Economic Development Director Denise McKay, and City Clerk Bonnie Kendrick.
The Invocation was given by Council member Nancy Noblet and was followed by the Pledge of Allegiance.
The Mayor welcomed guests Shawn Jarrard of the Towns County Herald and Babette Dunn.
Mayor Liz advised the Council that the agenda needed to be amended to include the appointment of Elizabeth (Babette) Dunn to the DDA.
Motion to approve the agenda as amended was made by Council member Jay Chastain, seconded by Council Member Amy Barrett with all in favor.
There was no old business.
In new business, motion to approve the Consent Agenda, which includes the April 4th City Council Meeting and the April 24th Work Session Minutes, and the January and February Financials was made by Council member Amy Barrett, seconded by Council Member Jay Chastain with all in favor.
City Clerk Bonnie Kendrick administered the oath of office for Elizabeth (Babette) Dunn and welcomed her to the Downtown Development Authority Board. Mayor Ordiales advised the Council that Babette spearheaded the mailing campaign to solicit funds for the Paris Buildings. To date, the return on the investment is $5,500.00.
Council member Amy Barrett left Council Chambers. Motion to approve the GIRMA Property & Liability Insurance for $55,190.00 was made by Council member Patsy Owens, seconded by Council Member Jay Chastain with all in favor. Council member Barrett returned to Council Chambers.
Motion to approve the City Recording Policy was made by Council member Anne Mitchell, seconded by Council Member Amy Barrett with all in favor. This will be added to the existing Personnel Policy.
Motion to approve the first reading of the Fiscal Year 2023-2024 Budget was made by Council member Jay Chastain, seconded by Council Member Amy Barrett with all in favor.
Motion to approve the contract for City Hall security cameras to Ford Security was made by Council member Nancy Noblet, seconded by Council Member Jay Chastain with all in favor.
Motion to approve the first reading of Amendments to Planning Ordinance-(State Law changes) was made by Council member Patsy Owens, seconded by Council Member Anne Mitchell with all in favor.
Motion to go into executive session to discuss property acquisition was made by Council member Amy Barrett, seconded by Council member Jay Chastain with all in favor.

Motion to exit executive session was made by Council member Patsy Owens, seconded by Nancy Noblet with all in favor.
Motion to adjourn the meeting was made by Council member Jay Chastain seconded by Council Member Amy Barrett with all in favor. Meeting adjourned at 6:26 pm
