HIAWASSEE CITY COUNCIL MINUTES February 6th, 2024

The Hiawassee City Council met in the City Council Chambers on February 6th at 6PM.  The meeting was called to order at 6PM by Mayor Liz Ordiales.  Present, in addition to the Mayor, were Council members Jay Chastain, Jonathan Wilson, Patsy Owens, Nancy Noblet and Amy Barrett.  Staff present were Economic Development Director Denise McKay and Deputy City Clerk Marta Izquierdo, Detective JR Murray and Police Chief Jeremy Parker.   City Attorney Thomas Mitchell was in attendance via telephone. 

The invocation was given by Council member Amy Barrett and was followed by the Pledge of Allegiance.

Mayor Ordiales announced the upcoming issue of the Georgia Trend Magazine containing the award for “Visionary City of the Year”. 

Motion to amend the agenda was made by Council member Amy Barrett seconded by Council member Jay Chastain with all in favor. 

Mrs. Barrett asked that the contract for BAK Builders be removed from the agenda on the advice of our City Attorney, Thomas Mitchell. Mayor Ordiales asked for direction on the boardwalk in order to relay to the bids received.  Mr. Mitchell specified that the mediation stated that no work shall begin until the completion of the Paris Business Center. Mayor Ordiales specified that the delay would result in the loss of the $690,000 grant as the extension period would be terminated. The consensus of the council was to terminate the grant and the boardwalk project. 

Mrs. Noblet also asked for the agenda to be amended to remove Sandy Bradshaw and Brad Baso from the DDA Board appointments. 

Motion was made by Amy Barrett to approve the agenda as amended, second by Jay Chastain, all in favor. 

Motion made by Nancy Noblet to approve the consent agenda, second by Amy Barrett, all in favor. 

Motion by Nancy Noblet to approve the contract for garbage pick-up to Allen Disposal, second by Patsy Owens, all in favor.

Motion by Jonathan Wilson to approve the contract for garbage pick-up to Allen Disposal, second by Jay Chastain, all in favor.

Motion to re-instate Tamela Cooper as DDA Board Member to complete her original term until August 2025.  Motion made by Jay Chastain, second by Nancy Noblet, all in favor. 
Tamela Cooper was sworn in my Mayor Ordiales. 

Motion by Jay Chastain to approve the SCADA valve/Meter project to address water loss, second by Jonathan Wilson, all in favor. 

Motion to approve the second reading of the Home Rule change to the Charter was made by Amy Barrett, second by Jay Chastain. Patsy Owens voted no, Amy Barrett, Jonathan Wilson, Nancy Noble and Jay Chastain approved the changes. 

Mayor Ordiales clarified that while the mediation statement was signed by all parties, the crux of the matter was to ensure that the City would not enter into additional debt.  The matching portion of the grant was secured years ago and is still secure today. The suspension of the $690,000 grant and the termination of the project is the will of the council. 

Meeting was adjourned at 6:17 with a motion by Amy Barrett, second by Jay Chastain, all in favor.
