CITY COUNCIL MEETING AGENDA/MINUTES - July 2, 2024
The City of Hiawassee July Council meeting was called to order at 6:00pm on July 2nd, 2024, in Council Chambers by Acting Mayor Jay Chastain, Jr. The meeting was open to the public and broadcast over FaceBook Live.
Present in addition to the Acting Mayor, were Council members Patsy Owens, Amy Barrett, and Nancy Noblet. Council member Jonathan Wilson attended by telephone. Staff present were Economic Development Director Denise McKay, Police Chief Jeremy Parker, and City Clerk Bonnie Kendrick.
The Invocation was given by Council member Nancy Noblet and was followed by the Pledge of Allegiance.
Acting Mayor Chastain stated that the agenda would need to be amended to remove item 3 – the second reading of the Accessory Structure ordinance and to add item 9a – the consideration of the property dedication by Alpenblue. Motion to approve the agenda as amended was made by Council member Nancy Noblet, seconded by Council member Amy Barrett, with all in favor.
Motion to approve the consent agenda, which includes the minutes from June 4th City Council Meeting, the minutes from June 24th Work Session and the minutes of the June 4th Special Called Budget Meeting, was made by Council member Patsy Owens, seconded by Council member Amy Barrett with all in favor.
Motion to approve the second reading of the Building-Planning Ordinance Mobile Home amendment was made by Council member Amy Barrett seconded by Council member Patsy Owens with all in favor.
Motion to approve the second reading of the Sign Ordinance addressing temporary signage/banners/enforcement was made by Council member Nancy Noblet seconded by Council member Patsy Owens with all in favor.
Council member Amy Barrett nominated Council member Nancy Noblet to be the Mayor Pro Tem. Motion to approve the nomination was made by Council member Patsy Owens, seconded by Council member Amy Barrett with all in favor.
Motion to approve Council member Nancy Noblet to be signer on the checking accounts was made by Council member Amy Barrett, seconded by Council member Patsy Owens with all in favor
Acting Mayor Jay Chastain state that City Attonery Thomas Mitchell has suggested in light of the Board of Elections terminating the contract to conduct the City’s election, the special election to fill the remaining term of Former Mayor Liz Ordiales be conducted at the first available special election date in the Spring. Traditionally, this is the third Tuesday in March, however the state has not yet published the calendar for next year.
Motion to go into executive session to discuss land acquisition and pending litigation was made by council member Amy Barrett, seconded by council member Nancy Noblet, with all in favor.
Motion to exit executive session was made by council member Amy Barrett, seconded by Council member Nancy Noblet with all in favor.
Motion to approve the property dedication by Alpenblue was made by Council member Amy Barrett, seconded by Council member Nancy Noblet with all in favor.
Motion to adjourn was made by council member Nancy Noblet, seconded by Council member Patsy Owens with all in favor. Meeting adjourned at 6:27pm.
