CITY COUNCIL MEETING MINUTES October 1st, 2024

The City of Hiawassee October Council meeting was called to order at 6:00 pm on October 1st, 2024, in Council Chambers by Mayor Pro Tem Jay Chastain, Jr. The meeting was open to the public and broadcast over FaceBook Live.
Present in addition to the Mayor Pro Tem, were Council members Patsy Owens, Amy Barrett, Nancy Noblet and Jonathan Wilson. Staff present were Economic Development Director Denise McKay, and City Clerk Bonnie Kendrick.
The Invocation was given by Council member Amy Barrett and was followed by the Pledge of Allegiance.
Mayor Pro Tem Jay Chastain welcomed Mr. Scott Benton and his wife Kelley.  He announced that City Hall is a designated drop-off area for relief supplies going to the Black Mountain area near Asheville, NC.  He stated we were very fortunate that the storm veered off and missed us as all the meetings he had attended said this would be an unprecedented storm and it was in many areas.  He also announced that we have finally received the permit for the 3rdfilter at the Water Treatment Plant.  The plan is to bring the filter online on Thursday afternoon (October 10th) after backwashing the filter and hyper-chlorinating it.  Once the filter is online, there is maintenance that will need to be done on the other filters, such as the replacement of valves which are $18,000/each – and that is parts only.  This will likely be a month from now.  The raw pumps were making noises before the storm, but Midway came out and replaced some belts and the problem resolved. The plant has been running 24 hours a day since last Thursday.   We have received no reports of people without water.
The tap for the Georgia Mountain Fairgrounds is complete and the line is run.  The new meter (ultrasonic) should be installed tomorrow.  Once he has enough data, Brian Forrester will be able to verify the readings for the Fairgrounds and we will have concrete data. 
The Water department is trying to estimate water loss due to leaks.  EMC hit a 2” line at Holly Point and leaked 250,000 gallons of water, a break on Dune Road leaked about 10,000 gallons and Shallow creek also had a leak (15,000 gallons).  There were also leaks at State Line (10,000 gallons) and Hidden Valley (10,000 gallons).
The Sewer plant had a cord break on mixer in the basin – stress on the cord related to the depth of the water was the issue.  Midway Electric will come up to repair as we do not have the appropriate equipment. 
Motion to approve the agenda as distributed was made by Council member Patsy Owens seconded by Council member Nancy Noblet with all in favor.
Motion to approve the Consent Agenda, which consists of the minutes from minutes from September 3rd City Council Meeting, minutes from September 23rd Work Session and the financials for July 2024 was made by Council member Patsy Owens seconded by Council member Jonathan Wilson with all in favor.
Motion to approve the second reading of the Ornamental Structure Ordinance was made by Council member Nancy Noblet seconded by Council member Jonthan Wilson with all in favor.
Motion to approve the second reading of the Mobile home density ordinance was made by Council member Amy Barrett seconded by Council member Patsy Owens with all in favor.
Motion to accept Steve Harper’s resignation from the Downtown Development Authority was made by Council member Amy Barrett seconded by Council member Jonathan Wilson with all in favor.
Motion to approve Scott Benton to fill Steve Harper’s unexpired term on the DDA was made by Council member Nancy Noblet seconded by Council member Amy Barrett with all in favor.  Economic Development Director Denise McKay was asked about the terms for the DDA members.  She will resend the information to the Council.                                    
Motion to approve the disposal of the 2016 Ford Explorer (Dark Gray) Police vehicle (auction) was made by Council member Jonathan Wilson seconded by Council member Nancy Noblet with all in favor.
Motion to select Chad House as the TCWA meeting participant for the water rate meeting was made by Council member Amy Barrett seconded by Council member Jonathan Wilson with all in favor.

There being no need for executive session, motion to adjourn was made by Council member Amy Barrett seconded by Council member Jonathan Wilson with all in favor.
The meeting adjourned at 6:14pm.
