CITY COUNCIL MEETING MINUTES  November 12th, 2024 6 pm

The City of Hiawassee November Council meeting was called to order at 6:03pm on November 12th, 2024, in Council Chambers by Mayor Pro Tem Jay Chastain, Jr. The meeting was open to the public and broadcast over FaceBook Live.
Present in addition to the Mayor Pro Tem, were Council members Patsy Owens, Amy Barrett, and Nancy Noblet.   Council member Jonathan Wilson arrived at 6:08pm. Staff present were Economic Development Director Denise McKay, and City Clerk Bonnie Kendrick.
The Invocation was given by Council member Nancy Noblet and was followed by the Pledge of Allegiance.
The Mayor Pro Tem welcomed guests including Charlene Hogsed.
Motion to approve the agenda as distributed was made by Council member Patsy Owens seconded by Council member Nancy Noblet with all present in favor.
Motion to approve the Consent Agenda, which consists of the minutes from the October 1st City Council Meeting, the minutes from November 7th Work Session (rescheduled from 10/28) and the financials for August 2024 was made by Council member Amy Barrett seconded by Council member Patsy Owens with all present in favor.
Motion to ratify the Aerator purchase for the Wastewater was made by Council member Nancy Noblet seconded by Council member Patsy Owens with all present in favor.
Motion to ratify the 120Water contract (LSL) was made by Council member Amy Barrett seconded by Council member Nancy Noblet with all present in favor.
The Council has put forth Marvin Cooper as their selection and Mayor Pro Tem Chastain put forth Janet Oliva as his selection. Motion to Approve Ethics Board appointments as presented with expiration dates of October 2026 was made by Council member Amy Barrett seconded by Council member Patsy Owens with all present in favor.  Motion to table the naming of the third member of the Ethics Board was made by Council member Amy Barrett, seconded by Council member Nancy Noblet, with all present in favor.
Motion to approve alcohol license renewals for Shalina Business LLC dba Mart 24/7 (Exxon), Hiawassee Food Mart Inc. (Texaco), Hiawassee Brew LLC, Ingles Market #483, Ingles iMarket #783, Monte Alban, Sundance Grill, Tilted Café, Hiawassee Fuels LLC (Valero), Hiawassee Package Inc., Big Bear Wine & Spirits, Tilted Bottle, and Bacchus on the Lake was made by Council member Patsy Owens seconded by Council member Nancy Noblet with all present in favor.

Motion to approve the AETNA Medical Insurance and the Anthem Disability/Life Insurance renewals was made by Council member Amy Barrett seconded by Council member Jonathan Wilson with all in favor.
Motion to approve the GMA-GIRMA First Responder Post Traumatic Stress Disorder Program was made by Council member Jonahtan Wilson seconded by Council member Patsy Owens with all in favor.
Motion to approve the purchase of valves for the Water Treatment Plant ($18,733.88) was made by Council member Amy Barrett seconded by Council member Jonathan Wilson with all in favor.
Motion to approve the I3 Verticals software contract for the Police Department was made by Council member Nancy Noblet and seconded by Council member Patsy Owens.  Council member Jonathan Wilson wished to clarify that the approval was for the software only ($13,300.00 conversion fee, $575/month and $750/month (InterOp and CJT) plus $21/citation) and did not include the laptops (an additional $14,000.00).  All were in favor.
Motion to table the lease agreement template for the Paris Business Center was made by Council member Amy Barrett, seconded by Council member Jonathan Wilson with all in favor.
There being no need for executive session, motion to adjourn was made by Council member Amy Barrett seconded by Council member Jonathan Wilson with all in favor.
 
The meeting adjourned at 6:21pm.
