The July 6th, 2017 City Council Meeting will be held at 6:00 p.m. at City Hall. 1. Call to order Liz Ordiales, Mayor Pro-tem

Members present were Liz Ordiales, Mayor Pro-tem, Council Members, Rayette Ross, Kris Berrong, and Anne Mitchell. Jay Chastain, Jr was not present for this council meeting. Staff present were Cenlya Galloway, City Clerk, and Paul Smith, Acting Chief.

  3. 1.3  Mayor’s Introductions of Guests and Announcements

1.3.1 Motion to amend the agenda to add: “Motion to approve first reading of Ordinance to set pay for elected officials.”

This amendedment to the agenda was voted on by Rayette Ross and seconded by Kris Berrong. All voted on this motion to amend unanimously.

1.4 Motion to Adopt Final Agenda as Distributed.

Upon motion made by Rayette Ross and seconded by Anne Mitchell. All voted unanimously on this motion.

  1. Abby Mauldin Speech Contest Participant - Abby presented a speech on Meteorlogy.

  2. Police Department Report – Paul Smith
    Paul Smith, Acting Chief spoke on a report of arrests and calls up to this point in the year. See

    attached report.

  3. Old Business

    1. 4.1  Millage – Budget – Moratorium Meeting moved to Tuesday 7-18-17

    2. 4.2  Moonshine Cruiz-In – Thursday July 13th

5. Motions

  1. 5.1  Motion to approve Liability Insurance Renewal with Barrett Insurance. Total review in

    progress, changes will be made if needed. Cost of $45,455

    Upon motion made by Rayette Ross and seconded by Anne Mitchell. This motion was voted on unanimously.

  2. 5.2  Motion to approve the first reading to repeal the 2010 Personnel Policy

    Upon motion made by Kris Berrong and seconded by Rayette Ross. All voted on this motion unanimously.

  3. 5.3  Motion to award the Water Tanks inspection service to Southeastern Tank for $7,000

    Upon motion made by Rayette Ross and seconded by Kris Berrong. All voted on this motion unanimously.

  4. 5.4  Motion to approve the first reading of the Drug Testing Policy

    Upon motion made by Anne Mitchell and seconded by Kris Berrong. All voted on this motion unanimously.

  5. 5.5  Motion to approve the first reading of Grease Trap ordinance

    Upon motion made Anne Mitchell and seconded by Kris Berrong. Rayette rescued herself from this since she has a restaurant as a business.

  6. 5.6  Motion to approve the first reading of the 2017-2018 Budget

    Upon motion made by Anne Mitchell and seconded by Kris Berrong. All voted on this motion unanimously.

  7. 5.7  Motion to approve the April 2017 Financials

    Upon motion made by Kris Berrong and seconded by Anne Mitchell. All voted on this motion unanimously.

  8. 5.8  Motion to approve the first reading changes to Alcohol Ordinance

    Upon motion made by Anne Mitchell and seconded by Rayette Ross. All voted on this motion unanimously.

  9. 5.9  Motion to approve Minutes from the June City Council Session.

    Upon motion made by Anne Mitchell and seconded by Rayette Ross. All voted on this motion unanimously.

6. Executive Session – Possible Litigation

Upon motion made by RayetteRoss and seconded by Kris Berrong. All voted on this motion unanimously.
