CITY OF HIAWASSEEE COUNCIL MEETING MINUTES April 1st, 2025 

The City of Hiawassee April Council meeting was called to order at 6:00pm on April 1, 2025, in Council Chambers by Mayor Pro Tem Jay Chastain, Jr. The meeting was open to the public and broadcast over FaceBook Live. 

Present, in addition to the Mayor Pro Tem, were Council members Amy Barrett, Nancy Noblet, Patsy Owens and Jonathan Wilson. Staff present were Economic Development Director Denise McKay, Police Chief Jeremy Parker and City Clerk Bonnie Kendrick. 

The Invocation was given by Mayor Pro Tem Jay Chastain and was followed by the Pledge of Allegiance.

Motion to amend agenda to remove Deputy City Clerk Branson’s swearing in due to illness was made by Council member Patsy Owens, seconded by Council member Nancy Noblet with all in favor.

Motion to approve agenda as amended was made by Council member Amy Barrett, seconded by Council member Patsy Owens with all in favor.

Motion to approve the Consent Agenda, which consists of the minutes from the March 4th Council Meeting, the minutes of March 24th Work Session Meeting, the minutes of February 12,2025 (5:30pm) Public Hearing 1 for HB581, the minutes of February 20,2025 (12:00 noon) Public Hearing 2 for HB581. The minutes of February 20,2025 (6:00pm) Public Hearing 3 for HB581, and the minutes of February 26,2025 (6:00pm) Special-Called Meeting for HB581 was made by Council member Jonathan Wilson, seconded by Council member Nancy Noblet with all in favor.

Motion to award the Water Treatment Plant Lawncare contract to Underwood Outdoor Worx was made by Council member Amy Barrett, seconded by Council member Jonathan Wilson with all in favor.

Motion to accept the resignation of Council member Nancy Noblet from the Building and Planning Committee was made by Council member Amy Barrett and seconded by Council member Jonathan Wilson. Council member Patsy Owens also voted yes.  Council member Noblet recused herself. Motion passed.

Motion to elect Council member Patsy Owens as replacement for Council member Noblet on the Building and Planning Committee was made by Council member Nancy Noblet, seconded by Council member Jonathan Wilson.  Council member Amy Barrett also voted yes.  Council member Owens recused herself.

Motion to return the property tax collection to Michael Anderson, Towns County Tax collector, was made by Council member Patsy Owens seconded by Council member Amy Barrett with all in favor.

Motion to approve the Bel Aire Drive Repair estimate was made by Council member Patsy Owens seconded by Council member Nancy Noblet with all in favor.

Motion to approve the Public Assembly Ordinance was made by Council member Jonathan Wilson seconded by Council member Patsy Owens with all in favor.

Motion to approve the purchase of Taser 10 Pro package was made by Council member Amy Barrett seconded by Council member Nancy Noblet with all in favor.

Motion to approve paying $1,956.19 for ½ the cost ($3,912.38) of a rental bus to complete the Hiker season was made by Council member Patsy Owens seconded by Council member Amy Barrett with all in favor.

There being no need for executive session, motion to adjourn was made by Council member Patsy Owens seconded by Council member Amy Barrett with all in favor

Meeting adjourned at 6:06pm.
