City Council Meeting Minutes
December 5, 2017
Meeting Called to order at 6:00pm by Mayor Pro Tem Anne Mitchell.
The Pledge of Allegiance was led by Mayor Pro Tem Mitchell, followed by the invocation given by Nancy Noblet.
Present, in addition to the Mayor Pro Tem were Council members Junior Chastain, Nancy Noblet, Kris Berrong and Rayette Ross.
Staff present included City Clerk Cenlya Galloway and Police Chief Paul Smith.
Mayor Pro Tem Anne Mitchell thanked the council, community and the City staff for their support during her time fulfilling the duties of the Mayor’s office.
Junior Chastain made motion and Kris Berrong seconded, to amend the agenda to include approval of the work session minutes and report from Chief Paul Smith. All were in favor.
Rayette Ross made motion and Kris seconded to adopt the agenda as amended. All were in favor.
Old Business:
Anne Mitchell thanked all who participated in the first annual Light Up Hiawassee event; Ingles, CASA, Red Cross, and the Fire Corp for tables, the Berrongs for stepping in for ART-tastic, who unfortunately was unable to come at the last minute. Chelsea and Kris (and Clover) Berrong offered rock painting. Anne also thanked Santa, our police department, who kept everyone safe, and the Towns County Fire Department, who delivered Santa to the Square on a fire truck. There were 9 golf carts in the parade and first prize went to Always Christmas. Thanks also went out to Tim Massey who provided sound (and song) as well as the Town County High School band who came and played for the event. Special recognition was made for Liz and Jesse who worked many hours to decorate the Square for the event.
All in attendance at the meeting were treated to the video that Chris Harvey created of the event and set to Christmas music.
Also in old business, Anne advised the council that the Tree City USA has a copy of the 1993 Tree Ordinance which is still in effect so Hiawassee will remain a Tree City.
Anne attended a GMA meeting in Cornelia last week -Small Cities Financial Conference which she said was very informative and encouraged all the council especially the new members to attend GMA conferences and meetings.
Motions, Resolutions, Ordinances:
Chief Paul Smith advised the council and community that there had been an armed robbery at Save-A-Lot the night before Thanksgiving. The officers have worked diligently and have this evening attained warrant for the arrest of two individuals.
Chief Smith was asked about the “Shop with A Hero” program. He indicated that they have funding for this year and are now putting any additional funds towards next year’s program. 25 children will go with a hero to shop for Christmas on December 19th.
Motion to approve the work session minutes was made by Junior Chastain and seconded by Rayette Ross, with all in favor.
Motion to ratify the Towns County Water and Sewer Authority contract was made by Nancy Noblet and seconded by Kris Berrong with all in favor.
Motion to approve the September financial statements made by Rayette Ross, seconded by Kris Berrong and unanimously approved.
Motion to repeal the Franchise Fee Ordinance (second reading) was made by Rayette Ross, seconded Junior Chastain, with 3 in favor and 1 against. Motion passed by majority.
Rayette Ross made the motion to approve the holiday and meeting schedule for 2018, which Kris Berrong seconded. All were in favor.
There being no need to go to Executive Session, Junior Chastain made the motion to adjourn, seconded by Rayette Ross with all in favor.
