Hiawassee City Council Minutes July 1, 2025 6pm

The City of Hiawassee July Council meeting was called to order at 6:00pm on July 1, 2025, in Council Chambers by Mayor Jay Chastain, Jr. The meeting was open to the public and broadcast over FaceBook Live. 

Present, in addition to the Mayor, were Council members Amy Barrett, Scott Benton, Nancy Noblet, Patsy Owens and Jonathan Wilson. Staff present were Economic Development Director Lily Ponitz, Police Chief Paul Smith, Officer Jose Carvajal, PBC Coordinator Christine Osborn, Deputy City Clerk Sheryl Branson and City Clerk Bonnie Kendrick. Tyler Osborn, DDA president was also in attendance.

The Invocation was given by Mayor Chastain and was followed by the Pledge of Allegiance.

Motion to approve the agenda as distributed was made by Council member Amy Barrett seconded by Council member Nancy Noblet, with all in favor.

Motion to approve the Consent Agenda which consisted of the minutes of June 3, 2025, Council meeting, the minutes of June 5, 2025, Special called meeting, the minutes of June 15, 2025, Work Session meeting and the April financials, was made by Council member Amy Barrett seconded by Council member Jonathan Wilson with all in favor.

Motion to approve an increase to the Council Pay to $300.00 per month and $50.00 per special-called meeting not held in conjunction with a work session meeting was made by Council member Jonathan Wilson and seconded by Council member Scott Benton.  Also in favor was Council member Nancy Noblet.  Voting against the increase were Council members Amy Barrett and Patsy Owens.  Motion passed by majority vote.

Motion to approve purchase of Track hoe for Water Department for $73,500.00 was made by Council member Nancy Noblet seconded by Council member Amy Barrett with all in favor.

Motion to approve Alcohol licensing for Broncos was made by Council member Patsy Owens, seconded by Council member Scott Benton with all in favor.

Motion to approve salary survey contract with GMRC for $9,985.00 was made by Council member Amy Barrett.  Motion failed due to a lack of a second.

Motion to remove Jeremy Parker’s signatory authorization and add Paul Smith as authorized signer on all Police accounts (Police Acct, Drug Seizure, and Pending Drug Seizure) was made by Council member Jonathan Wilson seconded by Council member Nancy Noblet with all in favor.

Motion to enter executive session to discuss purchase, disposal of or lease of property was made by Council member Amy Barrett seconded by Council member Patsy Owens with all in favor.

Motion to exit executive session was made by Council member Nancy Noblet seconded by Council member Jonathan Wilson with all in favor.

Motion to dispose of the Shook House via auction was made by Council member Amy Barrett, seconded by Council member Jonathan Wilson with all in favor.

Motion to adjourn was made by Council member Nancy Noblet seconded by Council member Patsy Owens with all in favor.
