HIAWASSEE CITY COUNCIL MEETING MINUTES – January 6, 2026

The City of Hiawassee January City Council meeting was called to order at 6:00pm on January 6, 2026, in Council Chambers by Mayor Jay Chastain, Jr. The meeting was open to the public and broadcast over Facebook Live. 
Present, in addition to the Mayor, were Council members, Scott Benton, Nancy Noblet, and Jonathan Wilson,, Incoming Council members Andrea Bell and Jeff Scott were also present. Staff present were Officer Chris Shelnut, Economic Development Director Lily Ponitz, DDA/PBC Coordinator Jinelle Wagner, Deputy City Clerk Sheryl Branson and City Clerk Bonnie Kendrick. 
The Invocation was given by Council member Scott Benton and was followed by the Pledge of Allegiance.
Motion to approve the agenda as distributed was made by Council member Scott Benton and seconded by Council member Jonathan Wilson with all in favor.
Motion to approve the Consent Agenda, which consisted of the minutes of December 2, 2025 Council Meeting ,  minutes of December 29, 2025 Work Session Meeting and the October Financials, payment of the PBC Loan from SPLOST (26,522.56), and Mama’s Concierge – Alcohol License, was made by Council member Nancy Noblet seconded by Council member Scott Benton, with all in favor.
City Clerk Bonie Kendrick swore in new Council members, Andrea Bell and Jeff Scott, who then took their places on the dais.
Motion to table the appointment of the Council representative to DDA was made by Council member Scott Benton, seconded by Council member Nancy Noblet, with all in favor.
Motion to appoint Nancy Noblet as Mayor Pro Tem was made by Council member Jonathan Wilson, seconded by Council member Scott Benton, with all in favor.
Motion to approve the Workers Compensation premium (26,423.00) was made by Council member Scott Benton, seconded by Council member Jonathan Wilson, with all in favor.
Motion to approve SPLOST Referendum projects list (55% – Infrastructure, 20% – Transportation, 20% – Public Safety, and 5% – Economic Development) was made by Council member Nancy Noblet seconded by Council member Scott Benton, with all in favor.
There being no need for executive session, motion to adjourn was made by Council member Jonathan Wilson seconded by Council member Nancy Noblet, with all in favor.  Meeting adjourned at 6:08 pm.
