COUNCIL MEETING MINUTES- November 4th, 2025
The City of Hiawassee November Council meeting was called to order at 6:00pm on November 4, 2025, in Council Chambers by Mayor Jay Chastain, Jr. The meeting was open to the public and broadcast over FaceBook Live.
Present in addition to the Mayor, were Council members Scott Benton, Nancy Noblet, and Patsy Owens. Council member Amy Barrett attended via telephone and Council member Jonathan Wilson was unable to attend. Staff present were Economic Development Director Lily Ponitz, Officer Jose Carvajal, Deputy City Clerk Sheryl Branson and City Clerk Bonnie Kendrick.
The Invocation was given by Mayor Chastain and was followed by the Pledge of Allegiance.
Motion to approve the agenda as amended was made by Council member Nancy Noblet seconded by Council member Patsy Owens, with all present in favor.
Motion to approve the Consent Agenda which consisted of the minutes of October 7, 2025 Council Meeting, the minutes of October 27, 2025 Work Session Meeting, the July 2025 financials, the AirMedCare Contract ($5,390.00) and the PTSD insurance renewal ($602.00) was made by Council member Scott Benton, seconded by Council member Nancy Noblet, with all present in favor.
The motion to approve the second reading of the amendment to the sign ordinance was made by Council member Nancy Noblet seconded by Council member Scott Benton, with all present in favor.
Motion to approve the first reading of the ordinance to accept roll back numbers for 2025 Millage Rate (1.532) was made by Council member Patsy Owens seconded by Council member Scott Benton, with all present in favor.
The motion to approve the alcohol licenses for 2026 was made by Council member Patsy Owens seconded by Council member Nancy Noblet, with all present in favor. The following establishments were approved:

There being no need for executive session, motion to adjourn was made by Council member Nancy Noblet seconded by Council member Scott Benton, with all present in favor. Meeting adjourned at 6:03pm.
