HIAWASSEE CITY COUNCIL MINUTES
August 1st, 2023 6 PM

The City of Hiawassee August City Council meeting was called to order at 6:00PM on August 1st, 2023, in the Council Chambers by Mayor Liz Ordiales. The meeting was open to the public and broadcast over FaceBook Live.

Present in addition to the Mayor were Council members Anne Mitchell, Patsy Owens, Nancy Noblet, Amy Barrett, and Jay Chastain. Staff present were Economic Development Director Denise McKay, and City Clerk Bonnie Kendrick.  

Mayor Ordiales welcomed Brittany Holbrooks of the Towns County Herald, members of the DDA (Tyler Osborn and Babette Dunn), Lajean Turner, Jonathan Wilson and Officer Jose Carvajal.  Mayor Ordiales announced that Mr. Parrish has decided not to build the dragon but will proceed with his home although he has not submitted the application or site plan at this time.  Also, EPD was on site to inspect the work there and found no violations.  A silt fence is recommended at the lower level.  The Mayor contacted Bill Allen Construction and the silt fence was installed within an hour.  At that time, she also verified that all Mr. Allen’s employees are Blue Card certified.

The Invocation was given by Council member Nancy Noblet and was followed by the Pledge of Allegiance.

Motion to approve the agenda as distributed was made by Council member Amy Barrett, seconded by Council Member Anne Mitchell with all in favor.

There was no old business.

In new business, motion to approve the Consent Agenda, which includes the July 5th, 2023, City Council Meeting, the July 24th 2023 Work Session Minutes and the April and May Financials was made by Council member Jay Chastain, seconded by Council Member Patsy Owens with all in favor.

Motion to approve the Berrong-Oakley House roofing project not to exceed $76,000 from SPLOST was made by Council member Nancy Noblet, seconded by Council Member Anne Mitchell with all in favor.  Council member Amy Barrett thanked Tyler Osborn, a member of the Towns County Historical Society for information he provided today regarding the cost.  The entire roof will have new decking and will be shingled in an appropriate manner to preserve the historical value of the home.

Motion to approve the Water Dump Truck purchase for $78,500 was made by Council member Jay Chastain, seconded by Council Member Anne Mitchell with all in favor.

Motion to approve the Water Treatment Plant vehicle purchase for $48,000 was made by Council member Jay Chastain, seconded by Council Member Nancy Noblet with all in favor.

Motion to approve the Grant Budget for the Paris Buildings and the Boardwalk was made by Council member Anne Mitchell, seconded by Council Member Amy Barrett with all in favor.

Motion to approve the reappointment of Monica McKenna to the DDA Board for a 4 year term was made by Council member Nancy Noblet, seconded by Council Member Patsy Owens with all in favor.

Council member Anne Mitchell asked about the land disturbance near the VFW.  Matthew Sieveking is permitted to build an office and woodworking shop on the property.  She also wanted to applaud Police Chief Jeremy Parker for assisting a friend of hers who was unaware they had a nearly flat tire by changing the tire.  Her friend was very grateful for his assistance.

There being no need for executive session, motion to adjourn the meeting was made by Council member Amy Barrett, seconded by Council Member Jay Chastain with all in favor.

Meeting adjourned at 6:08pm.
