HIAWASSEE CITY COUNCIL MEETING MINUTES

Tuesday September 5th, 2023 6PM

The City of Hiawassee September City Council meeting was called to order at 6:00 PM on September 5th, 2023, in the Council Chambers by Mayor Liz Ordiales. The meeting was open to the public and broadcast over FaceBook Live.
Present in addition to the Mayor were Council members Anne Mitchell, Patsy Owens, Nancy Noblet, Amy Barrett. Council member Jay Chastain attended via phone. Staff present were Economic Development Director Denise McKay and City Clerk Bonnie Kendrick.
Mayor Ordiales welcomed Brittany Holbrooks of the Towns County Herald, Paul Scherer, Babette Dunn, Jonathan Wilson, and Lajean Turner.
The Invocation was given by Council member Anne Mitchell and was followed by the Pledge of Allegiance.
Motion to approve the agenda as distributed was made by Council member Amy Barrett, seconded by Council Member Anne Mitchell with all in favor.
There was no old business.
In new business, motion to approve the Consent Agenda, which includes the minutes from August 1st, 2023 City Council Meeting and the minutes from August 28, 2023 Work Session was made by Council member Anne Mitchell, seconded by Council Member Amy Barrett with all in favor.
Motion to approve the match ($10,333) for the PBC Furniture grant ($93,000) was made by Council member Nancy Noblet, seconded by Council Member Anne Mitchell with all in favor.
Motion to approve the GEFA- Resolution for Water Treatment Plant (date changes) was made by Council member Patsy Owens, seconded by Council Member Nancy Noblet with all in favor.
Planning Committee members by appointment of the Council are Council members Jay Chastain and Nancy Noblet (Chair) and Matt Esplain, Paul Scherer and Ken Pollard (Vice-Chair). Mayor Ordiales expressed concern of a conflict of interest due to Mr. Scherer’s employer, John Allen/Brown Haven Homes. John Allen owns many properties within the City limits and Mr. Scherer would need to recluse himself for all permits involving any property development involving his employer. Council member Amy Barrett did not see an issue with Mr. Scherer on the committee and yes, he would need to recuse himself. Council member Nancy Noblet stated that she would not be swayed by Paul and that the planning document would be her measuring stick and she would not deviate from it. Motion to approve the committee and chair and vice-chair assignments was made by Council member Amy Barrett, seconded by Council Member Anne Mitchell with all in favor.
There being no need for executive session, motion to adjourn the meeting was made by Council member Amy Barrett, seconded by Council Member Anne Mitchell with all in favor.
Meeting adjourned at 6:10 pm.
