HIAWASSEE CITY COUNCIL MEETING MINUTES
Tuesday October 3rd, 2023 6PM

The City of Hiawassee October City Council meeting was called to order at 6:00 PM on October 3rd, 2023, in the Council Chambers by Mayor Liz Ordiales. The meeting was open to the public and broadcast over FaceBook Live.

Present in addition to the Mayor were Council members Anne Mitchell, Patsy Owens, Nancy Noblet, and Amy Barrett.  Council member Jay Chastain attended via telephone. Staff present were Economic Development Director Denise McKay and City Clerk Bonnie Kendrick.  

Mayor Ordiales welcomed guests including Malleigh King, the newest daughter of the Barrett’s.

The Invocation was given by Council member Amy Barrett and was followed by the Pledge of Allegiance.

Motion to approve the agenda as distributed was made by Council member Amy Barrett, seconded by Council Member Anne Mitchell with all present in favor.

There was no old business.

In new business, motion to approve the Consent Agenda, which includes the Minutes from September 5th, 2023, City Council Meeting, the Minutes from September 25th, 2023, Work Session, and the June Financials was made by Council member Nancy Noblet.  Council member Amy Barrett asked to table the June Financial due to an unanswered question.  The second was by Council Member Amy Barrett to approve only the minutes with all present in favor.

Motion to approve the Sign Ordinance Amendment (feather flag changes) was made by Council member Amy Barrett, seconded by Council Member Nancy Noblet.  Mayor Ordiales asked for clarification on Section 28 h 3.  She wanted to be clear that plazas will be allowed 3 feather flags or two air dancers at all times. The council agreed that the numbers stated were correct and the guidelines to have these signs available during open business hours would be enforced.  The Mayor also asked about Section 28 16 and it was concluded that the intent was 1 feather flag, 1 air dancer or a combination not to exceed 2 in total.  In Section 18 20 a. was modified to allow the permittee 5 days not 30 days to comply. Council members Amy Barrett, Nancy Noblet, Jay Chastain, and Patsy Owens also voted in favor.  Council member Anne Mitchell was opposed.  Motion carried for the first read of the ordinance amendment. Since there was not a full council present, a 2nd reading will be required in a separate meeting. 

There being no need for executive session, motion to adjourn the meeting was made by Council member Amy Barrett, seconded by Council Member Nancy Noblet with all present in favor.
